Amendment No. 1 was offered by Representatives Gara, Crawford, and Kawasaki: Page 1, line 2, following "fund" (title amendment): Insert "and to the surcharge on oil production available for appropriation to the oil and hazardous substance release prevention account of the oil and hazardous substance release prevention and response fund" Page 2, following line 8: Insert a new bill section to read: "* Sec. 2. AS 43.55.300(a) is amended to read: 2007-04-26 House Journal Page 0941 (a) Every producer of oil shall pay a surcharge of $.06 [$.04] per barrel of oil produced from each lease or property in the state, less any oil the ownership or right to which is exempt from taxation." Renumber the following bill sections accordingly. Page 2, line 31: Delete "sec. 3" Insert "sec. 4" Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Meyer objected. Representative Meyer moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Meyer was required to vote. Representative Gara moved and asked unanimous consent to withdraw Amendment No. 1. There being no objection, it was so ordered. Representative Samuels moved and asked unanimous consent that CSHB 238(FIN) be considered engrossed, advanced to third reading, and placed on final passage. Objection was heard and withdrawn. There being no further objection, it was so ordered. CSHB 238(FIN) was read the third time. The question being: "Shall CSHB 238(FIN) pass the House?" Representative Samuels moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. CSHB 238(FIN) was referred to the Chief Clerk for engrossment.
